If it's been in that pot for years it's probably starving and pot bound so yes, pot it on into a larger pot and follow @Pete.8's advice on compost and feeding. Cut off all that dead wood above any new shoots and cross your fingers.

Thanks very much Pete.8 I could have thrown it away but I like a challenge. I have always fed and watered it regularly except for during the last winter and my balcony is covered so it gets barely any rain, I ll get it a bigger pot and also one for the new one that I bought to replace it. I ll update when it recovers. I bought it after a holiday in Kefalonia where they grow freely everywhere.
