Rotavator registration

Hi new here.

I want to use a walking rotavator without blades, with a trailer.

Because of my arthritis I need help moving things.

I assume that a walking rotavator can NOT be used on roads?

Is there some kind of registration that would allow it to be used on roads, country lanes, B roads?
