Sophora dead?

Good morning, My Sophora (pea tree?) looks dead-ish... It has a few new sprigs, but the rest of the tree shows no sign of life. It had fewer flowers too. Was the hard winter responsible, the current 'drought', the age of the tree???
Do I prune it (take away one of the two stems), give it loads of water, or just wait?? Am I impatient (again)???
