What on earth is this on my bay tree?

Hi all

I’ve been having issue with my bay tree exhibiting fungal symptoms which I’ve been trying to deal with by cutting out affected leaves and using a homemade fungicide. But today I discovered something new on the bay. I’ve attached a photo as I don’t even know how to describe them. Does anyone know what these are?
