Climbing Fuschia advice

Hello
Our 3 year old climbing fuschia is usually budding by now, but this year the old woody stems and the newer offshoot stems all look dead. There is however new growth at the base which I am very happy with. 
The structure is nice for the clematis to cling to but should I really be cutting the old stems to give new ones a chance? Or can I leave them and they may still flower. Hope you can all see the photos and advise accordingly. Many thanks as always

    As far as I can see from your photo the growth at the base is Fuchsia. I would remove the old stems.
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

    I agree with Suze,  looks like it missed the cut down last year.

    Our fuchsias were cut to the ground by the winter cold as well. You can cut out the dead wood but you don't have to if the clematis is clinging to it, the new growth will soon help cover it.
