Where are the flowers?

Hello, I bought this Felicitara about a month ago and it looks really healthy out on the roof terrace but these buds seem frozen in time and have never bloomed.
Am I being impatient? or am I being stupid? Have the blooms come and gone and I just missed them. The picture on the label promises so much!
Any thoughts gratefully received.

    Full of buds, so it just needs time. They aren't usually 100% hardy, so if it's been outside and the temps have been lower, that will also affect it, especially if it was undercover when you bought it, and it was just put straight outside. Balconies and roof terraces can be windy/cold, which holds plants back too. 
    Make sure it isn't dried out either, as it seems to be potted.   :)
    The round 'fat' ones are the buds- the slightly elongated ones [like the one bottom right] are the spent blooms, so you can remove them, and that helps the plant push the new buds, rather than wasting energy on potential seed production  :)
    It's a place where beautiful isn't enough of a word....

    Most helpful, thank you. When you say 'spent ones', my worry is I haven't actually seen any blooms at all yet.
    The pot isn't dry and the weather has been most clement the last two weeks. I'll wait with patience and report back. Thank you for the reply, much appreciated.
