Advise to level garden

Hello

I’d be really grateful if you could advise, I’m going to level my garden, the slope gradient is 1:10, I want to create one level garden without steps.
I’m thinking in doing it myself by simply raise the lower part. Do I need to reinforce the fence or build retaining walls in-front of the fence?

    Retaining wall I'd say. Any soil against the fence will rot it out and it'll all collapse.

    Ideally build a retaining wall and re-install the fence above the wall so that it's the same height all around. A wall in front of the fence will lead to gubbins accumulating between the wall and the fence even if the gap is small, and that will also rot the fence.
