What is eating my rowan tree?

Something is stripping the bark from my rowan tree. It is in a fenced off area. Sheep or badgers cant get to it. No rabbits in the area. What could it be? Mice?

    Theres a piped drain in the field but its 15 metres away. Could it be drought stress?

    I was thinking more along the lines of you being lucky enough to have endangered water voles living nearby … I believe they have been known to eat bark from the base of trees in hard winters.
