I stripped away 60cm wide strip of turf and began to dig over where I encountered a concrete bed around 20-25cm down pretty much covering the full 60cm width.
Is there deeper soil after the 60cm.  20cm soil might be Ok to start a hedge with a bit more watering and then the roots would go into the deeper soil.
Hi, Yes the soil is deeper however there it is very 'rubbly' with lots of melon sized rocks just under the surface (I filled 5 rubble sacks with the larger rocks when digging out the border), when we moved to here as a new build all turfed areas were struggling to take, the builder did dig out the rear garden to a depth of about 60cm and back filled with screened topsoil followed by turf however they said the front and side were not 'bad enough' so were left, I have intended of doing something with it for the last 8 years but the back garden always took priority.

If you decide to go for a wider border, you might find that it discourages walking across because people might be not so quick to walk on a border as they are to walk on grass and to step over a narrow border. Particularly if it's obviously been dug over and mixed with/mulched with manure or similar that would muck up their shoes >:)
Doncaster, South Yorkshire. Soil type: sandy, well-drained
