Anything in a pot can be planted at any time of year, as long as the conditions are suitable. That advice is mainly aimed at winter planting, because the ground is often not ideal, for obvious reasons, but it also depends on the size and maturity of a plant, and your general conditions as to when you plant anything. A tiny little plant in a 3 inch pot, could struggle very badly planted out in March or April, because the soil is cold and/or wet, and they can be easily eaten by slugs and snails. Large shrubs/trees, or even smaller ones, would be the same if you were planting in summer, simply because they need a lot of help with watering, so autumn through winter is better for those.
