Spindly Wisteria

I have some Wisteria (I forget the variety) and its growing well (I think) and bushy with lots of new branches to work with this season:

However my only complaint is it's very spindly on the bottom half. Is there anything I can do here?

If not I was thinking about trying to encourage some of the lower branches downwards as they grow to out in the hope of trying to fill the space :S

Thoughts?

Is it growing in a pot?
I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

No it's growing out of a section cut into a patio (so planted in the ground although slightly constrained).

It does look spindly for its age.

It'll still be struggling to get enough moisture and nutrients from a hole in paving so make sure you water it generously (15litres at atime, poured slowly) in dry spells, apply some slow release fertiliser for roses or tomatoes every spring and mulch it to reduce water loss from the soil.  Try also giving it a weekly or fortnightly feed with liquid rose or tomato fertiliser to encourage flower formation.
