Buxus disease?

Hi, my box hedging is covered in fluffy white stuff on the tops of the new leaves and it is easily disturbed by shaking the plant.
The hedge is about 15 years old and this is the first time I have seen this.
I’d be so grateful if anyone could tell me what it is and how I should treat it.

I get litle white flies, but it caused no major problems.
The dead part in your pic might be frost damage, or just one of those things.
