Willow with brown shrivelled leaves

Hello,
I wondered if you could help.
I wondered if you could help.
We planted this willow 3 years ago, the first two years it was healthy. However end of last year and now this year the new leaves are brown, and shrivelled.
We planted another the same age and at the same time, a little further along the river bank and it is healthy.
I would be very grateful if anybody has any ideas to make it healthy and happy again!
