Black puss balls

Hi, does anyone know what these black balls are growing on the stem of this plant? When you birst them a yellowish goo comes out. Are the some form of eggs? Is it a problem and if so, how do I get rid of? What type of tree is it too?

    Scale insects. Your shrub is a Ceanothus. 
    You can usually scrub the scale off with a nail brush or similar.
    Not something I ever get on plants but they're common in lots of gardens, and on lots of woody shrubs/trees.
    It's a place where beautiful isn't enough of a word....
