ID please on this bush?

Hello everyone
I'm new to gardening and have a query or two about this plant.
1) what is it?!
2) is it dying?

There are lots of now dead shoots throughout the plant with the bases of these dead shoots being black - is it diseased and should I just cut it down OR is it actually fine?

    Cornus, probably 'Midwinter Fire' or similar. I don't think it's dying, mine always looks rough at this time of year, Winter is its time. These wont take such a regular hard prune as some of the coloured bark Cornus but you could thin out a few stems. It looks better if you cut out a few stems completely rather than shortening them all
