How far to plant from fence

Novice gardener here, sorry if this is a stupid question.

I've been told I have to plant our new Photinia at least 60cm away from our fence.

However, it's not clear to me if that means:
  • 60cm to the centre/trunk of the plant
  • 60cm to the edge of the root ball
  • 60cm to the edge of the hole I will dig (which I'm told should be twice the diameter of the root ball).
Depending on how big the root ball is, this could be quite a big difference. Can anyone shed any light on this for me?

    Not a silly question at all. Usually planting distances are from the trunk/main stem but think about how wide it will be when mature (RHS website says 2.5 to 4 metres but maybe you plan to clip it) and ideally leave enough room for half that width between the trunk and the fence.

    We are probably going to prune it below the fence line (it's a low fence), so we'll stick with the minimum 60cm to trunk.
