Are these grapes or budding leaves

Hi all,

I have had this grape vine for a year and so far it hasn’t produced any grapes. I wondered if the pictured are grapes or budding leaves. What do you think?

    They look like clusters of the flowers that precede the fruit. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
