Are these plants salvageable?

Hi there, 
I have two plants that for six years have been wonderful but following our very cold Winter just don’t seem to have come back well this time. 
I have a Star Jasmine & an Abutilon megapotamicum. The leaves on the Jasmine went red, then brown & are now falling off! 
The abutilon’s stem appears to be cracked/split - is this frost damage? (The healthy looking variegated plant at the base of the abutilon is Houttuynia Flame, which I think would survive the apocalypse! 😂 Couldn’t be that bothering the growth could it?! 
What can I do to save them or should I replace? 

- Edited to add that my photo's are sideways and I've forgotten how to right them, sorry about that!

    Are there any signs of new buds?

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    With the jasmine, have you tried bending the stems to see if they snap or if they are living?

    Perhaps try cutting back to where there are live buds, it seems there were some and they have dropped off? Or just wait a bit longer

    There does appear to be some new growth, maybe I'm being impatient. I just recall it looking very different usually at this time of year. I'll give it a bit longer, I was anxious that perhaps there was something I should be doing now to help it, maybe just time, sun and water will work - fingers crossed. 
    This is referring to the jasmine, the abutilon has maybe three green sections, the rest looks dead.   :'(

    Well the branches that are totally brown, mainly at the top where the jasmine reaches the top of the fence do break off yes. I cut them back in early Spring to remove the dead brown leaves. I'm guessing I should remove all loose leaves and move them off the ground beneath - that's what I've been trying to do but more and more are falling. As I said in the reply to Dovefromabove, patience is not my strong suit, maybe I just need to wait and have a little faith.
