Almond tree issue

I had planted an almond tree in the ground over 3 years ago now. It produced leaves on the first year but nothing since. 
After scraping a bit of bark off the trunk it was green inside, contradictory to producing no leaves for 2 years.
I'm on an allotment with plenty of sun and it's fairly well protected.
Why isn't it leafing and is it really alive?

    Three days and not a nibble so I'll wade in. A lack of leaves would suggest that something is seriously amiss because a leafless tree is like a person going on a food-free diet.
    I have noticed that this year a lot of plants are very slow to get going and my fig trees have only just started to produce leaves so maybe you should just leave your almond tree a little longer before deciding whether or not to give it the chop but if it hasn't produced leaves in the past two years, it does rather suggest that it's dead.
