Help! Not Sure What This Is and How To Fix It

Hello All!
First time here and I am so glad I found this forum!
I am hoping someone can identify this plant/tree. It was here when we bought the house in 2015. Up until last year it was full and bloomed like crazy. Last year it hardly bloomed at all and very little foliage. These pictures were taken yesterday. I believe it may be a Deutzia? Should we cut the dead branches off and how can I be sure if they are dead. Any advice is appreciated and welcomed.

    Can't confirm the ID but you can test those branches you think may be dead.  Just scrape a little of the bark away and if no green is present, you can remove them.
    As with most trees/shrubs planted in a lawn, it can help if you remove the encroaching grass to give a a reasonable diameter of clear soil at the base.  It will then be much easier to water , feed and mulch as necessary.  The drought last year, if you were affected, won't have done the plant any favours unfortunately.

    Most hardy shrubs can be rejuvenated by pruning back hard, but if you're not brave enough to do it, you can take out a third of the branches, and do the other two thirds over the following two years. You can also check it over and remove any dead, damaged or rubbing branches, and that gives you a start    :)

    It does look like a Deutzia. 
    It's a place where beautiful isn't enough of a word....
