Climbing rose help please.

Hi, are the two shoots in my photos “normal” or should I cut them out? They are growing very fast so I’m wondering if they will harm the overall plant by possibly using up its “resources”? Both have sprouted from the base of the plant at soil level.
Marne la vallée, basically just outside Paris 🇫🇷, but definitely Scottish at heart.

    Perfectly normal new shoots for a climbing rose. 
    Try to train them towards the horizontal to encourage more flowering sideshoots
