What is this please (insect) ?

I have hundreds of these on my Stachys byzantina (Lamb's Ears/Silver Carpet).
Had divided some plants and put in a carrier bag for my Mum.Next day saw all this fluff on the outside of the bag and realised they were moving (very slowly).
They don't seem to damage the plant at all and you can barely see them on the leaf.
Are they some sort of thrip?
They are about 5-7 mm long and look a bit like a hedgehog.
Any ideas?

    Scale insect of some kind? Didn't think they would be on something like Stachys though.

    @wild edges might be able to help.  :)
    It's a place where beautiful isn't enough of a word....

    After watching the photographed specimen wander off across the tablecloth I looked at it closely with a magnifying glass and it turns out to be a caterpillar!
    After much googling I have identified it as Coleophora lineolea (Woundwort case-bearer).
    The caterpillar is that of a moth.
    Now I have to ask the question is it to be considered a pest which could do a lot of damage or have I always had it in the garden and just not noticed it.
