Urgent! What should I put in this raised bed?

Asked a few weeks ago but haven't made a lot of progress (bought two plants), but I have a rare opportunity to go to the garden centre this afternoon so need to have some idea what to buy. It's urgent as yesterday I discovered that because next door's cat soils their garden (at least it's not ours... yet), when the sun heats it up the smell is absolutely horrific 🤢 So I want to immediately fill this empty raised bed with highly scented, ideally evergreen, plants. I believe lavender is disliked by cats, so despite not enjoying the smell myself I will agree to planting some because the smell is very strong and it will please the butterflies and bees. Are there any other plants that fit these criteria?

Conditions are: partial shade, largely shade in winter but a fair amount of direct sun at the top of the bed in summer. Moist but now waterlogged soil. Can mix some ericaceous soil/compost/feed in, but the main body of the soil isn't ericaceous. At the bottom is an established fern because of the conditions. Ideally towards the bottom plants that survive mostly damp shade are needed. There's sun in the photo below, but it isn't there for the majority of the day and barely there at all in winter.

Urgent suggestions for smelly plants that fit these conditions are very welcome! The bed is larger than it looks at approx 3-3.5m long.

    Of course, I just don't know which plants fit these conditions

    Bed approx 3-3.5m long...... but how wide is it..Looks rather  narrow.

    Scented. Evergreen..

    The planting area is 370cm x 52cm

    I have a sarcococca at the other side of the garden, and it's scented period seemed very brief.

    Sweet peas would be an option for summer.  Easy to grow on a frame constructed from bamboo canes.
    Wirral. Sandy, free draining soil.

    If you want something with a long period of ‘fragrance’ you need something with aromatic foliage … I would consider ‘Lad’s Love’

    I'm growing peas in the top bed at the moment and built the frame yesterday 🙂

    Rose Gertrude Jekyll is famously well scented and flowers throughout the summer. You could keep it as a shrub rose or it would happily cover much of your fence.
    The only downside with GJ is that it is very prickly.

    I have 2 in quite a shady spot and they've been there for ~30yrs.
    If your planter is open to the soil below, whatever you plant there will grow much better.
