cercis dropping flower buds

Hoping for a little help.

A friend has a cercis forest pansy that'll be at least 6yrs old, In full sun in medium to heavy damp soil that dries out in summer.

I have one that's roughly 3yrs old, In full sun, lighter free draining soil but holds moisture well.

Spring 2022 was cold, spring 2023 has been i'd say cool rather than cold.

Both shrubs have formed flower buds, neither have flowered yet, but both are starting to form new leaves and are dropping the flower buds before they have opened!!

My friends Cersis did this last year too.

What could be wrong?

Are the shrubs still too young to flower, as i understand they won't flower until they are at least 5yrs old?

Have the two springs been too cold for flowers to mature to a point whereby the shrub begins to form new leaves and aborts trying to flower and drops them?

Any ideas, any help?
