Rose - stunted with distorted leaves

Hello. I purchased a David Austin Emily Brontë shrub rose 2 years ago, the last two summers I have seen very little growth. It’s particularly noticeable as it’s planted near a David Austin Olivia which I planted 3/4 years. Last summer the leaves started distorting once they turned from red to green. I pruned off the stems with the problems in the hope this might help. However, this year the problem persists and I am concerned that I am seeing the same problem starting in the Olivia. I do have aphids on both roses but have been trying to control them. I attach 2 photos of the Emily Brontë rose and a third close up of the Olivia below. Is anyone able to suggest what might be the issue? Thank you.

    It's just a bit of Thrip damage, nothing to worry about.. There's no need to prune stems but you can snip off the worst affected leaves if you wish...  If I see that on my roses I just ignore it, they are just waiting for some warm weather, like we all are..
