Gravel around shrubs

Hi all!
I've been slowly turning my concrete jungle garden into something much softer and welcoming. I have a lot of gravel left over though! 

I have a bed running down the side of my patio which only gets sun from around May-Sept, and is very shaded in winter due to my neighbours garden being much higher than mine.
I've planted some shrubs (alternate red robin and laurel) and I have cut some holes in the thick weed membrane to stop weeds (the stuff that is thick like a wool blanket!). I want to put gravel along the bed as nothing much will grow there.

Can I put gravel right up to the bottom of the shrub? 
Should I leave a gap between gravel and base but will this risk weed growth?

All advice most appreciated!

    There's no problem in gravelling up to the stems. I would just mind not to damage them / scrape the bark when applying

    If you think your plants may need feeding, add a layer of organic mulch beneath the weed membrane before you top it with gravel, otherwise it can be a tricky job!
