Plum tree

We’ve had a Victoria plum for about five years. Each year there have been an increasing number of flowers as the tree has grown. BUT no fruit. 
A couple of years flowers and hard frost have coincided, so probable reason then for no fruit, but why not any of the other years? 
Looks like the same again this year. 
The apple tree next to it is quite productive.

    Our plums/gages/cherries are attacked by pigeons whilst in bloom and then again when the new leaves come out. We have tried all sorts to move them on...to no avail. However the trees do get back and we have had plums, gages in the handful and cherries ...well the other birds get them before they are ripe.
