Best way to close gap in fence?

Afternoon all, hope you're enjoying the spring sunshine! This year I've decided to try and reduce the number of dandelions and weeds in the border and was wondering if it would be worthwhile covering up the first horizontal gap in the fence (see pic).  Would this be worthwhile or am I wasting my time, and what would be the best way to achieve this? Thanks in advance :)

@--Duncan-- Do you have some waste ground behind fence or is that part of your garden.
We have a wood near to our house and weed seed just floats across on the air.
A thick layer of weed supressing mulch would be best.
I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

Seeds from outside the garden will drift in on the breeze anyway, so I'd leave the gaps letting light through the fence. There's a dandelion-studded verge outside my house which actually looks quite nice but it does mean that they appear where I don't want them. Maybe I should risk the neighbours thinking I'm weird and go out and deadhead them when the flowers go over.

Thanks GardenerSuze. There's a little path and then a river and woodland behind the fence.  For some reason I hadn't considered the fact that the seeds would still float in regardless :D:blush: Mulching and weeding it is!

Thanks JennyJ! Good point about the light as well  :)
