    Methylated spirits is alcohol, just contaminated with methanol,  pyridine and colour to disuade one from drinking, and drop it into a lower duty category..

    You can by systemic insecticides that a recommended for food products.  

    You  could do nothing.  Scale insects do little in my experience, to reduce fruit yield.

    If you can't reach "it" (by which I assume you mean the top of the fig-tree) then can you reach the fruit?  A heavy prune might be the best for scale insect treatment, and the fruiting vigour of the plant.

    I grow the plant for the foliage. They destroy the appearance of the leaves.

    Brown Turkey is so common, that it is difficult to buy another variety.  For foliage it is not the best.  Fairly simple 3 lobes rather than a full  Greek statue 5-lobes.

    I do not have scale insects on my fruiting Brown Turkey, but on my baytrees and camellia they hide on the bottomside of the leaf out of sight.  Though they do tend to drip honeydew that then goes black.

    I'm happy enough with it. It's in a huge container and hides an ugly wall.
