My understanding is that agapanthus like their roots to get really hot in the summer. 'Pot-bound' plants tend to have more roots up near the surface of the soil, so they cook nicely and that helps them flower the following year.
So it's not the root restriction, per se - more that the circumstance of being in a tight pot helps indirectly.
I'm far from an expert, though (clue's in the name!) - it's just what I've read on the subject!
