Fertilize Portuguese Laurel Hedge (Bark/Membrane)

I planted a portuguese laurel last year and most are ok, but 12 or so not as healthy as the rest with slower growth.

I was going to give them a good fertilizer with bone meal and some growmore liquid fertilizer.

The issue is they are under bark and membrane, pinned down with hoses running underneath for watering.

How do I apply fertilizer? Do I need to lift the membrane/bark and apply or can I just add at the base of the plant and hope it filters down?

I cant see much online when searching.  Thanks (Newbie to this stuff)

    Are all your plants in a similar situation, i.e. the same type of soil, similar location and in a bed prepared in the same way before planting, or is there a difference in wind or sun exposure or proximity to a wall, fence or large mature tree for example?  These and other factors could explain why your 12 plants aren't faring as well as the others and it's worth identifying and correcting these before feeding. Using an organic mulch on the top of the soil is generally better than using a fertiliser for hedging plants.  To be most effective, you'll need to remove the bark and membrane and lay it on top of the soil before replacing the other two layers.
