Taiwanese Photinia

I have some Photinias in my garden about 4 years old. Can anyone tell me if one of my Photinias is normal. Not all the plants are like this. I have put 2 photos on here. First photo is fine. Second photo is my query. The whole of the plant is like that (no red leaves).

    Both look perfect.

    @jowilliams7 My Photinia is covered in  flower buds. The one in my neighbours garden has only a few flowers but like yours lots of lovely glossy leaves.
    Have you pruned the one with less flowers? 
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.
