Would straight branches that only grew last year be normal on a weeping cherry blossom?

In the sticks near Peterborough
See lump at top of trunk.
It has weeping branches with pink double blossom.
It was grafted onto a wild cherry with straight branches and will probably have white simple flowers.
The straight branch has grown out from the wild cherry part, as it is below the graft.
It must be removed.
Others will advise you how/when to do it.

I take it needs cut off as red line below?
Needs to be removed where that straight side branch comes off main trunk (with weeping branches on it.)
But I understand best time to prune cherries is in summer time.
Experts will advice.
