If you have a garden and a library, you have everything you need.”—Marcus Tullius Cicero East facing, top of a hill clay-loam, cultivated for centuries (7 years by me). Birmingham
Those are lovely @Silver surfer . Is it in your own garden? I've never grown this shrub.
My other thought would be some kind of Salix, but that wouldn't fit with the fragrant flowers. I can see some dead flower racemes lower down in your picture, @haddow07. Any chance of a few more shots with closeup images?

Oemleria cerasiformis ......common name osoberry. Pics above are from a garden just down the road. Sadly my garden is now tiny...no room for one. Pics below are from my previous garden showing the glorious orange berries. I planted a clump of 3 bushes to ensure cross pollination..

More info is needed to try and help you. I have asked you to look and tell us if leaves are opposite or alternate. Quote.... "haddow07 please can you have a close look to confirm...see link below"

Hmm! Difficult.
I have zoomed in and trimmed pic to get a good look.
The leaves appear to be alternate which rules out it being Cornus.

Would expect to see evidence of flowers /flower stalks on a shrub of that size.
