Placing new rolls of turf over old lawn

Hi, apologies if I have posted/asked this in the wrong area. I am very new to gardening, I have a landscaper doing work for us and after they have left for the day today I have noticed they have used old soil out of some old planters they have removed for me and instead of removing the old lawn and actually just covered it up with the old soil. and I guess there plan is to then level it out before placing the new lawn. I was looking for people who have more of an idea than me if this is something that is actually ok or are they cutting corners? I was under the impression that the old turf would be removed and topped with some fresh top soil before a new lawn is then laid, also would old weeds, grass etc just not grow through into the newly laid lawn? They are due back tomorrow so I wanted to get peoples opinions on it before questioning them. Thank you for your time :)

    I would certainly want a good explanation for not removing the old turf.  It's certainly far less work for them but I would expect the old turf either to be removed or the whole area to be rotavated and levelled before new turf is laid.
  • @neronotneroT8vGReF0 as stated above the old turf needs to be removed before new turf is laid.  I deal with lawns everyday, nearly 30 years experience, and your “landscaper” either doesn’t know what he’s doing or is a cowboy.

    Thank you for the comments, I decided to call them and ask about it. I have been told they do plan to remove the old lawn and they purposely placed the old soil on top and are going to rotavate tomorrow and remove the chunks of lawn. This they say will help with getting the good nutrients into the soil for the new lawn. Will be seeing them tomorrow anyway, thank you people for your advice.
