Or do you have to bury them into the ground?
I wish I could garden all year round!

I've tried broadcasting dill seeds (which are very similar to fennel) and they gave good random germination through the border.
Heaven is ... sitting in the garden with a G&T and a cat while watching the sun go down

I only ever sow fennel in pots [usually around this time of year or early May] and then plant out later when they're filling the pots well.
It'll depend totally on your soil and climate as to whether you can sow direct.  :)
It's a place where beautiful isn't enough of a word....

I live in west central Scotland - not where that photo is...

Scatter and gently rake in should work. You don't have to cover them if growing in a pot where you can keep the seed moist until they germinate but a little soil layer over them outside seems to work.

They are prolific  self  seeders  in sunny parts of the garden here so I  would think scattering would work.
    In London. Keen but lazy.

Bronze fennel self-sows pretty well here so I would think just scattering will work fine as long as there's some rain to wash the seeds into the soil.
Doncaster, South Yorkshire. Soil type: sandy, well-drained

Seeds of that came in as stowaways in the compost of another plant in my garden and it comes back every year now so definateley!
