Stunted tulips

Happy Easter everyone!
Am I alone in having this problem with my tulips again this year? Strangely those in pots and some varieties are ok. It seems to be tulips I’ve put in in the last couple of years so I’m wondering whether it’s the quality. 
I read recently it seems to be due to climate change but it doesn’t explain why the established ones seem ok. Confused from Somerset

    Depends what kind of tulips you have. Very few varieties of the 'usual' ones reliably return. The species/botanical ones do, as long as the conditions are right. 

    If they're too small they won't flower properly, so that can be a factor.

    I had the opposite problem this year as the pots were badly affected by the wet/freeze, especially the later one during early March, although it wasn't quite as prolonged or severe,  as it's when they [the species ones] start to flower.
    It's a place where beautiful isn't enough of a word....

    I plant tulips only in one area of my garden which is on a sunny, well drained bank. They return every year but the colours that I no longer like always seem to flower first, followed later by my preferred new additions!
    Wirral. Sandy, free draining soil.

    Well well it appears I spoke too soon as in the last couple of days they have shot up! I would never have believed they could grow so quickly. Must be the sun although my white ‘elegance’ still look very small. Maybe they are later flowering ones?
