I would try to find out what neighbours have done - what works, and what does not.
I'm also not a fan of decking, but sometimes people install it because of cost. However, in the long term, paving can work out cheaper.
The fact that your garden is stepped, to me, would indicate you require something solid.
If you aren't on speaking terms with neighbours, check out on Google maps to see what has been done on similar sloped gardens.
All the neighbours to the right and most to the left have some sort of paving/patio. The ones directly on the left have a step outside the door and paved path and grass. Tried to find mine on Google maps history to see what it used to be but the entire history of it has that deck 😂
Nobody seems to have any complains about their paved areas from what we've already seen and heard.
