Cherry laurel

Hi
Anyone give me a clue what is attacking this laurel.Always been bitten by something and leaves are terrible.not in sunniest of spots but other laurel looks fine.
Help appreciated.

    Notice the topping around it - is that new? What's in there?
    I wish I could garden all year round!

    Could well be Powdery mildew.

    New growth on top but already getting bitten

    @wazza63 It does look very close to the fence.  Does it face east, if wet early sun can scorch.
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.

    Yes it is close to fence.Only limited sun in the morning as facing north.other one is too and that one is perfect.Other one north facing and just as close to fence.
