Is my jasmine dead?

My 4-year-old jasmine plant looks dead. In previous years, there’s always been a bit of winter dieback but now there are no green leaves at all and no sign of new shoots (by end of March). I’ve been told not to be too hasty and that regrowth may yet be triggered but am sceptical. Do any more seasoned gardeners have a view? (The green you see in the pic is a different plant.)

It's probably not...but if it was me, looking at its condition, I'd start again with a new one.

Tried snapping a vine at the bottom of the base - does it snap dry?
I wish I could garden all year round!

I have a jasmine at my house in SW France. It looks like that at this time of year. It loses its leaves. Winters there tend to be chillier than here. Just when I think it's dead it starts to grow, but not yet.

Yes, all the vines snap dry. There is no green in any of them.

Some Jasmines are hardier than others.  Do you know which one yours is ?  As always, your location, soil and aspect will make a difference but if it has been happy for the last 4 years, perhaps the dry summer and the constant wet/freeze we've had throughout the UK over the last 12 months has been a problem  - it has certainly wreaked havoc with many plants we've previously thought "safe".

Oh dear, not good news then. I'd still be inclined to wait though, live in hope.
