larvae in soil

Hello, I have a couple of houseplants which I have had for some time. The soil seems to be crawling with tiny white larvae/insects.  They are no more than 1mm long and don't seem as yet to develop into anything. I have had fungus gnats in the past and treated them fairly successfully with nematodes but not sure what these are.  They seem to be a milky transparent colour with short antenna and short legs and a long body. I thought at first that they are fungus gnat grubs but they don't look like the images that I have seen online.
