Broadcast sowing

Spring is almost here, and I'm so excited to get going in the garden again. 

This year, I'd like to try my hand at sowing some annuals while waiting for my perennials to grow up.  I want to plant dill (anethum graveolens) and ammi majus. 

Do you think it would work to broadcast sow them on top of my mulch (which is chopped miscanthus grass and I've already noticed some weeds growing in it)? Or should I clear away the mulch so they are sowed on soil, and then cover back the soil with mulch?

    I hate wasting seed, so I would just put them in seed trays and then plant them where I wanted them to go when they were big enough.

    Okay, thanks! My attempts at seed starting in trays have been quite poor (I forget to water the young seedlings) but marigolds I planted directly last year germinated well, so I thought this was worth a shot.

    In that case, sow in rows then thin them afterwards if necessary.

    The reason for sowing in rows is that weeds rarely grow in straight lines so it makes it easier to differentiate between treasures and undesirables.
