@zak99 Our parking area was laid with self-binding gravel over an aggregate sub-base. As far as I recall, it's gravel mixed with a sandy (?) base, which the contractors tamped down using a machine. The gravel doesn't move much and is still okay after probably 8 or 9 years and we haven't had to top it up at all.
If you want the look of sleepers amongst the gravel, as another poster said, you can get rectangular concrete (?) slabs that look just like wooden sleepers. I don't know how expensive they are.
As the sleepers are widely spaced and there's loads of gravel between them - they're not forming steps or anything like that - I wouldn't worry too much. They're almost more of a design feature. And I suppose they will help stabilise the gravel. You could replace the sleepers with paving, for example 600x300 and 300x300 sandstone paving laid in 300mm bands, they would need to be laid on a very solid concrete base if driven over.
