Miner bees.

My problem is that I need to dig out a mostly clay bank of soil, but there are tawny miner bees living in there. Is there a particular time when it would be easier on the bees - such as before queens, nesting etc?

Once they're on the wing in spring then the nests will be empty. Get it dug before they start to restock them though.
If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.
