Lemon Cypress - dead section

Is it just a dead bit?
Should I just cut it all out and dispose? 
Got a couple of others close by that are fine. This one is about 6 foot, all fine except this bit about a foot off the ground.

    Yeah, cat.

    Although conifers sometimes inexplicably just die a bit.

    Cut it out and dispose.  It is important that you let the light in so that the live shoots expand to fill the gap.

    Thank you both. 
    Cats would make sense and we get a few that pass through the garden.
    I’ll just cut it out, hopefully fills the gap in the future.
