We had a pasture full of docks as nobody had maintained the land for decades, the only way we got rid was the last resort, by using a professional to come and spray twice. I can't remember what he used, it was a mix, because we had creeping buttercups too, but it might work out cheaper than trial and error to get someone in. The seeds stay viable for up to 70 years, so whatever you use you'll probably have to catch the next lot and dig them out as they appear. Vinegar works well, but I don't know how long it will affect the soil there - I've only ever used it between concrete.
