    If you know of other growers in your locality it may pay to have a word with them and see if they have a similar problem.
    Must admit the Isle of Arran certainly isn't the first location which springs to mind re Citrus.
    The other thing to consider is which varieties you have ( eg Meyers Lemon is one of the hardiest Lemons ) and whether you are after harvestable fruit or just growing for he scented flowers ?
    Hard to tell from your pics but they can be susceptible to scale on both leaves and stems - a cotton bud soaked in meths to clean off and then rinsed with rain water works well.  They will shed their leaves naturally even in warmer climes. I think you should be able to spot signs of leaf miners as the leaves tend to curl I think.  
    I guess you just need to wait and see if the warmer weather - should it arrive - will help your plants to recover :)

    @lyndawickenwwkuvsJs Sounds to me like you have aphids or similar producing honeydew secretions.   Give the plant a good blast from a spray gun on a hosepipe to remove the pests and rinse the leaves.  Repeat as necessary.

    Avoid pesticides as they are indiscriminate and will kill predators too and also you presumably want to eat any fruit, without poisons.

    @lyndawickenwwkuvsJs, I had the issue of sticky leaves last year. On closer inspection, it was due to Scale. It was a pretty bad infection. The plant was in the porch during the winter months, and didn't really give it much notice at first. But soon the stickiness was all over the plant. So it was case of getting the scale off, with I did with cotton buds and wiping the leaves as I went along. Sadly Scale can be very tiny, so wiping the leaves, only works to a degree. Now I am on monthly scale watch, and remove adult scale as I see them. The stickiness has largely gone but still have it on few leaves. Recently the plant has developed light colored patches on the some leaves. Talking to the folks who supplied the plant, they suggest using Diatomaceous Earth Powder - Organic Insect Treatment, safe to use on edible plants. I have not tried it yet. At the moment, its alcohol wipes and cotton buds. The plant looks healthier now, many flowers buds and new growth appearing.
