Jalepeno seed husk stuck on seedling..

...I carefully tried to pull it off, but it's pulled off the leaves inside too. should I just bin this off and start again?

It can be annoying when that [seed case sticking] happens, but it usually drops off by itself.
I live in west central Scotland - not where that photo is...
If you really are desperate to set the seedlings free try spraying lightly with water on a daily basis to soften the seed husk. Pulling them off manually is very risky as it usually leads to damaging the growing leaf. Onion seedling in particular seem to germinate with their little black seed husk hats sitting jauntily on top of the first leaves. They fall off eventually. I would bin it and start again.
