    My first thought was rose too, something that has single flowers in clusters like Rosy Cushion or Ballerina, but the picture is too fuzzy to tell.
    Doncaster, South Yorkshire. Soil type: sandy, well-drained

    I also see a rambling type rose. Single flowers in a cluster. 
    Or something shrubby/ lax with tall clusters similar to a rambler. You can't really tell if it is one plant or a few.
    Also maybe a Monty Don type of jacket sleeve?
    And what  @Bede asked would be good, I bet someone will have seen the programme.

    ... The foliage looks remarkably healthy for a rose, but the nearest I know of that looks similar to that in both bloom and foliage,  is 'Apple Blossom'...  I don't think it's 'Open Arms' as the individual flowers are larger and more spaced..

    ..thanks for the picture.. and sorry for my confusion earlier, obviously need a brain scan.. thinking it was from a warm climate..

    .. the other rose that looks very similar to that is 'Ballerina'.. and they can be difficult to tell apart.. I'm thinking now that might be 'Ballerina', which flowers for a longer period, but does get awful  blackspot, ..
    It grows wide and can be used along railings as in the picture, and as I had it here..
    I've lost most of my photos of it, so only a couple to show..  it's a hybrid musk/Multiflora rose, and the one with Monty has that look about it..





    I think I'd go with 'Ballerina'.. another member mentioned it earlier I think too..

    Another possiblity is that the rose could be Rosa Kew Rambler.
