Hebe leaves turning brown and drying

Hello everyone,
does anyone have any guess of what may be happening to my hebe? The lower leaves are turning brown and drying. The hebe is planted in a pot outdoor. Could this be frost damage? The soil appears to be moist, not too dry and not too wet.
Do you think the plant is dying or can I still do something to save it?

  • 2 of my Hebes, one large leaved and one small, have died since the snow and heavy frosts we had in Nov.  The leaves look just look yours - brown and crunchy.  They have survived many winters including the Beast from the East but not this year.

    I’ll leave them until end of April and check for new growth low down.  If not, they’re destined for the compost bin sadly.
  • There has been lots of discussions on the forum in the last few weeks regarding deads or dieing hebes. They can be cut back in late spring but take time to recover possibly a year to really start to shoot. There will be thousands this year that are composted. 
    I have worked as a Gardener for 24 years. My latest garden is a new build garden on heavy clay.
  • I've got a small - leaved hebe and the first time it turned crispy my sister-in-law saw it. Just cut off the dead bits when it's warmer, she said breezily. So I did and again the next year. It's still going strong.
